NCD Mandate

  1. Create and sustain within society public awareness of the principles and objectives of the Constitution of Sierra Leone
  2. Educate and encourage the public to defend the Constitution at all times against all forms of abuse and violation;
  3. Formulate for the consideration of Government, when necessary, programs at the National, Regional and District levels aimed at realizing the objectives of the Constitution;
  4. Formulate, implement and oversee programs intended to inculcate in the citizens of Sierra Leone an awareness of their civic responsibilities and an appreciation of their rights and obligations as a free people.
  5. Assess for the attention of government, the limitations to the attainment of true democracy as a result of the existing inequalities in the population and make  recommendations for redressing the inequalities;
  6. Develop and disseminate programs geared toward
    1. the cultivation of a sense of nationalism, patriotism and loyalty to the State in every citizen and
    2. promoting the citizenry to render assistance to appropriate and lawful agencies in the maintenance of law and order in the country.
  7. Submit an annual report of its activities to the President, copy of which shall be laid or caused to be laid before Parliament by the President; and
  8. Do all such other things as are necessary for the efficient performance of its functions specified in the section.

No doubt from the NCD Mandate above it could be seen that the Commission is responsible to create the enabling environment where the citizenry will be properly educated on democratic good governance; thus, producing  well informed people.
